Excessive community caching

Bug Report

Describe the issue: I think the community caching is still a bit too keen. If I visit a community it's often still the same as last time I was there until I force a refresh. This is impacting "new post" notifications as well as making me think on a manual check that there are no new posts or comments.

Edit I think this is the issue with alt text too. On a "fresh" post I see alt text, if I go to a slightly older one it has gone? So maybe the cache isn't holding that information?

Steps to reproduce:

  1. Visit community
  2. Manual refresh
  3. See that the posts or number of comments on posts has changed.
