Of course it is, because not voting isn't the suggestion being made, but it certainly is a useful straw man for the absolute broomsticks who can't swallow the fact their beloved Democrats are just as complicit in the American political charade.
The primary is no guaranteed method of change. The DNC is a private club. A primary vote could literally be 100% for a single candidate and the DNC could pick an entirely different candidate with no legal repercussions.

The Democratic party largely runs on a platform based more on counteracting the Republican party less than substantially improving anything. Despite claiming to be progressive, they have slowly shifted to the right over decades, and manage to bungle easy wins again and again.

For what it's worth, much of the rest of the world agrees with you. What you're saying is quite obvious outside the influence of 24/7 US propaganda. I lived in the US for nearly a decade and was astounded by the fervent support for the Democrats despite their steady march to the right and betrayal of their constituents in the name of bipartisanship.
Your two parties employ the good cop/bad cop routine on a national scale. Should you opt for the good cop over the bad? Absolutely, because anyone who refuses to engage in damage control is an idiot, but you mustn't forget they're both cops and on the same team. The good cop is only being helpful because they want something, so they'll do as much as they need to get it and will ultimately side with the bad cop over you to please their bosses: American oligarchs.

Except contextually that makes no sense. The utility was already aware the data center would be using the water, they simply cocked up the process. Theft of service is utilizing a service with no intent to ever pay. It's clear that wasn't the case here.
