Can admin modify community sidebar and title?

If a moderator disappears and the community remains "uncovered" can an admin somehow change the sidebar and community title?

The only workaround I have found is to create a dummy user, make him a moderator, and then from that user make the changes. It seems a bit of a silly spin though, I think an admin should be able to do this without workarounds.
