There are addons but these are considered being rather a QoL features. Theres dps meter and bunch of overlays providing information while playing the game, and also an addon which helps you change mounts more easily. Game itself allows to hide some UI elements and call them upon mouse hover. But theres nothing that would mod the interface itself.
To me these Balance Changes/Shakeups are just cheap pseudo content
Tbh after so many years it feels like some of these balance chances (overall - not just the upcoming ones obv) are introduced to make sure players are engaged. They obviously fix broken things but they also "fix" things when nobody ask them to and then, you need to wait months so they revert or change things again. The best example would be the journey we had with warriors banners.
People there seem to dont give a flying duck or are unaware whats up. All the communities that seem to carry subs I followed there arent that much active. At least for now - hope that soon this will change. Also, welcome o/
It's possible that NPCs once finishing one task/event will continue further after a short pause, so it's good to stick around. Sometimes people will tell if something else happens next
And what do you think about the new format for releases?
Sounds not that good on the paper and reminds me more of season pass or DLC type of content but we'll see how this will work out in the nearest feature. I want to know how much it's gonna cost and how often they're going to ask me for such purchases.
It sometimes pops in the dailies; and if there's also Ascalon vista, you can just carefully get down from the puzzles finish line to get that objective done

Heres the policy regarding addons: https://help.guildwars2.com/hc/en-us/articles/360013625034-Policy-Third-Party-Programs
The solution would be to take your time and get used to the UI - GW2 does lots of things differently
