Wouldn't that literally be an admission of bribe-taking, if staying at a property becomes more valuable when the owner is a public official?
How else can they explain this 'value' if it's not an expectation that people spending money at the property will get something in return from the public office?
Laws can't conflict with the US Constitution, so if a law says that people with certain clothes aren't allowed to speak, then the judge can say that's not a real law.
