I'm not surprised by this. A small/weak country can't exactly go up against a head of state of a nuclear capable one. Arresting them would have serious repercussions for said country. It's not a fair expectation.

I personally doubt Trump will comply either. Israel has deep pockets and Trump loves money. But guessing what Trump would do is a very difficult thing to do to be fair. I could be wrong on this.
America is not part of the ICC, they have no legal obligation to comply. Nor would they. Betraying or abandoning one of their assets would not be a good look.
